The Constitution of the Former MPs’ Forum, Nepal
2000 A.D.
Preamble
This Constitution of the Former MPs’ Forum, Nepal, 2000 A.D., has been promulgated intending to establish a “Former MPs’ Forum, Nepal” to act for all affairs including study and research related to the parliamentary system by activating the Former and Present MPs for the promotion of the Federal Democratic Republic and the Parliamentary System.
Chapter-1
Preliminary
1.Short Title and Commencement

The name of this constitution is “The Constitution of the Former MPs’ Forum Nepal, 2000AD”.
-
This Constitution shall come into force from the date of registration in the related body.
2.Name of the Organization
-
It will be mentioned as the Former MPs’ Forum, Nepal.
-
In English the name of this organization shall be written as the Former MPs’ Forum, Nepal.
-
This MPs’ Forum Nepal shall be a continued, successive, autonomous and non-profit organization.
-
The office of this Forum shall be opened within the premises of Singh Durbar, Kathmandu.
-
The Forum shall have its own seal incorporated with the logo as mentioned in the schedule- 1.
-
The Forum can acquire, consume and sell the movable and immovable property as a person.
-
The Forum can sue any cases as a person and anyone can sue against it likewise.
3.Definitions
Unless the subject or context otherwise requires, in this constitution-
-
The word “Former MP” means the people’s representative elected or nominated from 1958 till today at the House of Representatives or at the National Assembly.

“Forum” means Former MPs’ Forum, Nepal.

“Member” means the General and the Life Member of the Forum.
-
“Committee” means the executive Committee of the Forum and other Committees formed under it.

“Chairman” means the Chairman of the Forum.
-
“Vice Chairman” means the Vice Chairman of the Forum.
-
“General Secretary” means the General Secretary of the Forum.
-
“Secretary” means the Secretary of the Forum.
-
“Treasurer” means the Treasurer of the Forum.
-
“Coordinator” means the Coordinator of the Committee.
-
“Office” means the Office of the Forum.
-
“Employees” means the persons entitled to conduct the daily work of the Forum.

“Logo of Forum” means the symbol as mentioned in the schedule- 1.
-
“Assembly” means the annual General Assembly or the Special General Assembly of the Forum.
-
“Local Officer” means the Chief District Officer.
4.Objectives
The objectives of this constitution shall be as follows in favor of the preamble of this constitution.
-
To give and take the necessary advice and suggestions strengthening the mutual relationship in coordination with the Forum and Legislature Parliament.
-
To conduct and inspire the study and research relating to the Parliamentary Practice.
-
To activate for the protection and development of the national interest by organizing the Former MPS and to contribute the parliamentary system with the experiences and qualifications of them.

To develop awareness among political parties, MPs and the common people regarding democracy, Human Rights and the role of the people’s representatives in reference to the Federal Democratic System and its goal as well as the norms and values.

To take necessary actions for democracy, human rights and constitutional development in contact and coordination with Former MPs, Government of Nepal and national and international associations and institutions of the same nature.

To open a library and a reading room for the parliamentary study.

To manage for publications of journals, books and periodicals related to the parliamentary study.
-
To hold national and international level meetings, seminars and programs mobilizing different types of sources in reference to the parliamentary study and practice.

To generate and to be generated the different types of social and other creative works to wipe out the disorders and disparities like corruption, nepotism and favoritism.

To inform, support and suggest the parliament and parliamentarians with different types of sources.
-
To hold national seminars of Former MPs from time to time for discussions in the current issues and problems and pressurize the related bodies to execute the decisions.
